ELECTION PREVIEW: Filler’s retirement opens 93rd House seat to new candidatesFree Access


With the pending retirement of Rep. Graham Filler, R-Clinton County, voters in Michigan’s 93rd House District must choose a new person to represent their interests in Lansing.

The two candidates on the Nov. 5 ballot are Republican Tim Kelly and Democrat Kevin Seamon.

Seamon, 46, and a resident of Saginaw Township is a federal agent for the U.S. government.

“I design federal operations that create jobs in America that bring in tax revenue from paychecks so the government can then spend on whatever is needed,” Seamon told the Daily News.

Kelly, 67, also lives in Saginaw Township. He is retired, but previously served as the representative for Michigan’s House District 94 between 2013 and 2018 and was a Saginaw County commissioner from 2011 to 2012.

“Prior work included education policy adviser to Gov. John Engler, executive director of the Indiana Human Resource Investment Council — appointed by Gov. Evan Bayh — and business development specialist for the Indiana Department of Commerce,” Kelly told the Daily News. “Prior to government work, I was employed by Bituminous Materials Company, a manufacturer of emulsified asphalt products.

“As a former state representative, I know and understand what it takes to be a state representative,” Kelly continued. “I oversaw the K-12 education budget as appropriations chair for four years while also chairing education policy. I have a reputation for being blunt and plain-spoken, which leaves little room for doubt about my intentions.”

The candidates’ answers to a question about how they differ from one another inspired some interesting responses.

“My practical and real experience in governing sets me apart from my opponent,” Kelly said.

“I support the middle class and the poor first, then the rich,” Seamon said. “My opponent is owned by the DeVos billionaire family.”

The pair have very different agendas, should they be elected to the office.

“During my term in office I would like to see ‘right to work’ reinstated, restore local control of energy development, keep rural Michigan from being destroyed by progressive policies, restore accountability in education and restore fiscal responsibility,” Kelly said.

“I am working on mandating that all college sports players in Michigan must be paid a taxable salary of $50,000 or more,” Seamon said. “I am working on mandating that all companies with 10 or more employees must be offered a 401k. I am trying to get Fidelity to invest in the city of Detroit. That will bring good-paying financial jobs to Michigan. I want to bring MGM to Saginaw, tear down Fashion Square Mall and build a casino, hotel and parking garage. I am designing the federal recycling agency that will be based out of Detroit. Plus a lot more.”

Michigan’s House District 93 encompasses parts of Clinton, Gratiot, Ionia, Montcalm and Saginaw counties, including the communities of Carson City, Crystal Township, Sumner, Lyons, Pewamo, Fowler, Maple Rapids, Perrinton, North Star, Ashley and Breckenridge.
